Make city start hp modable #133

Description:

It would be nice if you could change at what % of hp a city starts when it gets constructed.

Why is it good for the game?:

Coupled with the Turns2Build atribute, this could be used to make certain buildings take a pretty long time to get running. You could reduce the number of monopols you get when you build a fusorium for example, so you would only be getting 1-2 monopols for the first few turns after it gets build, with the number slowly increasing. It could be used to make the transition to late game economy smoother, or to simulate that you need to train personal and get expertise to run the production efficiently.
