World's Smallest Wario Proposal

Matches the sourspot data for dash attack and bair with their sweetspot data respectively + some minor fixes. These moves both have short clean hit and large late hit windows and aren't exceptionally strong so I don't see the need for really precise sweetspots.

Late:

• [$] SFX Level (Arm): L > M (matches data for the rest of late bair)
