Summary & Motivation:

This RFC introduces a new accessibility object property that will be used to replace the usageRestrictions, creator, citations, accessEnvironment, accessRequestDuration and controlledVocabulary properties of the Dataset metadata specification. This RFC is limited to the creation of a new accessibility object property based on a new definition called accessibility which is comprised of 3 sub-properties, usage, access and formatAndStandards New Definitions:

• usage -- dataUseLimitation (previously usageRestrictions) -- dataUseRequirements: (String format limited to (5,50000) characters or “In Progress”) -- investigations: (url link to other active projects) -- isReferencedBy (previously citations)
• access -- accessService -- deliveryLeadTime (previously accessRequestDuration) -- format & standards -- vocabularyEncodingScheme (previously controlledVocabulary)

• access (not required, but if it is then the following are required) -- accessRights -- jurisdiction -- dataController
• formatAndStandards (not required, but if it is then the following are required) -- conformsTo -- language -- format
