Google financials--allow to filter on one project only #63

From beginning of January 2020, google financials started reporting all Fermilab organization projects, not just hepcloud-fnal, and numbers are changing faster, need to check.

Also the grafana monitoring stopped plotting points at 29 January 2020--have to see if the DE code is similarly affected and not giving numbers.

Issues 111 and 63 are duplicate

The grafana monitoring stopping was just due to a bad credential not getting rotated, that is not a development issue. But we will need to add a filter to get only those charges from hepcloud-fnal.

Also this is related to #59 because it would be easier to update the new code than the old code.
