These classes are not primarily about encoding but IO and they belong with other transport-related classes.

Hold on this, because:

it will have an impact on implementers who expect IppPacket to be in .encoding.
it doesn't completely disentangle Stream IO since many types are responsible for writing themselves to the IppOutputStream and reading from IppInputStream.
