[BGW HA] Implement configuration flag for MAC learning mode #41

Overview of new functionality

The purpose of this task is to implement a configuration flag to allow the user to select which mode BGW will use to learn about remote MACs.

Context of new functionality

The BGW can learn about remote MACs in several ways:

Lazy mode - Through the use of ARP flooding when an unknown destination MAC is encountered.
Eager mode - Through the use of specific API commands that specify the location of new MACs
Hybrid mode - Use "Eager" mode, but if an unknown MAC is encountered, it is learned in "Lazy" mode
