It's nice to make sure we don't drop assignment requests and queue them.
However, on a 260 person call, there's just too many requests. Way too many. And when requests are delayed, users spam more commands to the bot to try to unhinge it.
Even if #4 is solved, there's likely to still be some throttling limit of some sort.
This issue is about looking into this and seeing what can be done:
