Re auto qc data when manual qc is updated

The automated QC data does retrieve the manual qc to include it within the hakai provisional data.

However once a profile is qced, we do not have a way if reqcing the profile if the manual qc is changed. Multiple ways good be possible:

rerun qc on all the manual qced profiles every now and then
trigger an update to re auto qc data when new manual qc is submitted via the api.
