[V3] Fishing wieght limit doesn't work when below fisherman's record outside of rando

As title, no matter how low you set the reward in the difficulty options you will not get the prize unless you beat the record stated on the tank. tieing it is not enough. Occurs in both rando and vanilla, adult and child.
