Add Randomizer setting for keeping Sleeping Waterfall open #4507

I'm going to take a third attempt at #4459 later, but for now this is the precursor. I've added a setting to have Sleeping Waterfall automatically open in the randomizer.

It would likely be better for you to merge this with your other PR and have the randomiser force the enhancement based on the setting. Better Bombchu Shopping does this, as one example
