I improved coverage for verify elected official and add money under community pot. I am pretty sure casey is in charge of improving coverage for the last method (transact).

compiles! but the coverage for AddMoney is still at 75% which shows up red and also can you pull main into your branch to make sure it works with other stuff?

Coverage for tests has been increased and methods follow tech spec, no compiler or merge issues. nice.
