Add first draft for the testing setup, using an example catalog.

Small setup to validate a SHACL file against a known test fixture. Work still to be done:

• [x] create test fixtures for all types
• [x] test against all SHACL files
• [x] create known failing tests to verify proper reporting of failures (determined to be out of scope)
