HebiUtils - make readGroupLogInfo() a public API? #8

This function is already used inside loadGroupLogs() to return in addition to a log. It might be easier just to make this a public part of the API and simplify the log file loading to just return the log.

Made it public. I didn't touch loadGroupLogs to maintain backwards compatibility (for the probably zero users using it)
