NPC Shops #13

In HKO, there were NPC Shops that would sell you specific goods, some were even required by quests. They have not been implemented yet.

Tokyo and Moscow both had shops, but we do not have a list of what those shops sold. We can most likely figure out Tokyo based on which items are not sold anywhere, but Moscow is a big question mark.
