CLEANUP: Remove validateIndices() #253

Function validateIndices() has been defunct since matrixStats 0.63.0 [2022-11-14]. Before that it was deprecated since matrixStats 0.61.0 [2021-09-12] (Issue #213).

It's time to remove it.

Removed. Started revdep checks on 480 packages to make sure this doesn't break any CRAN and Bioconductor packages. Don't think so - will reopen if that's the case.
