handling for seg type="margin" #109

There are 2,939 instances of seg type="margin" in the Q2-2017 volumes (in every volume but frus1919Russia). Without specific handling, they run the risk of ambiguous meaning and confusion for users.

Aesthetic and semantic problems with this approach: bleeding of seg text into main paragraph body and insufficient indication of margin placement for users.

Suggest adaptation of margin note treatment used by ROTUNDA and Founders Online documents, which tags margin notes as authorial notes (separate from footnotes) and displays them at the end of the document.

The point of reference for FRUS margin notes would be the same as the current placement of the margin segs, at the beginning of the paragraph in the margin of which they appear. The notes would then appear below the footnotes.

Not sure about the technicalities involved, but seemed worth throwing out as a possible solution. @joewiz and @WaxCylinderRevival, would it be possible to incorporate some of this handling into a FRUS environment?

@tuurma Is tei-publisher capable of reproducing the margin notes in (or similar to) the style used in the first image above? I seem to recall a Shakespeare or EEBO app displaying notes in the right margin. I'm just interested to know if this is currently supported.
