Add citation file for GitHub widget #119

Uses the CFF file format with GitHub integration.

Enables the GitHub widget and encourages direct citation of software.

Hello @TomKellyGenetics and thanks for your PR. I got one question though. The file scripts/generate_extended_ref.py seems empty in your PR. Was it intended?

Sorry, just noticed that the change is just making it executable and that shows an empty diff. Will merge now.
