🐛[BUG][NPC/Combat] - Cactuar_Cantautor not spawing #1531

What does this bug affect? (https://ffxiclopedia.fandom.com/wiki/Cactuar_Cantautor) I'm not confident that he is spawning.

Steps to Reproduce I camped him for about 10 hours killing the same placeholder ID (157) as well as the other Cactuar in the area and he never popped. I'm camping him again to test today but it was a ton of time wasted and I can't imagine i missed it.

Expected behavior NM to Pop

Setup Information Game Version: Latest Using Default client

Additional context I was camping this guy pre-1.1 with no issues. Post 1.1 I haven't seen him. im still testing.

Updating this. I camped him from 7:30 AM PST to 2:30 PM PST with no pop. So unless his pop conditions and place holders changed in 1.1, he's bugged.
