chain is starting when polkadot realated parachain is given to kusama

Steps to Reproduce

  1. run an chain by giving polkadot's parachain to kusama relaychain

Expected Behavior

chain shouldn't start

Actual Behavior

but chain is running

issue is verified and closing the bug as fixed
