Add RodColor mod

Description

This PR adds my RodColor mod, a mod which allows users to further customize their fishing rod rope, through editing its RGBA color, or an option to add chroma, as well as the rope width. I have added all locale translations for this mod, as well as the settings for all its options. ## Checklist

I understood on Discord that you wanted to add your add-on. You're now asking to put the mod/add-on into Hyperium's old version (branch master), which is no longer being updated.

If you meant to add it as an add-on (separate from Hyperium, downloadable as a separate .jar file), please PR it to the addon json, so that the Hyperium installer also has an option to install your add-on.

If you want this to be a part of Hyperium, and not as a separate add-on, consider porting your add-on to the mcgradle branch, which is active. For porting help, be sure to ask for help on Discord!
