DFSMShsm z/OSMF Security Configuration Assistant #158

Request to add DFSMShsm JSON files, used by z/OSMF's SCA (Security Configuration Assistant), as an example to the end user.

Added: 1) DFSMShsm_Admin.json 2) DFSMShsm_User.json 3) README.md explaining their use in the SCA tool.
