[JCL] Add outline for JCL files #417

Hello,

Could you add the possibility to have an outline for JCL files.

The first level could be the Jobname Second level all steps Third level all ddname inside the step.

It would indeed be a great feature to be able to outline the content of a procedure inside a JCL using it.

With the release of version 4.3.0 a new JCL Language Server will ship with Z Open Editor! The full details of what the JCL Language Server will support can be found in this blog. The Outline view is supported as requested here along with many other features.
