Infrastructure: Standardize definition of health microservice

Goals are as follows:

• Common super class to reduce code duplication in the services
• Clean up definition of properties in properties file to avoid name collisions
• Standardize pub-sub topics and how to maintain data compatibility
• Standardize how clients can build one or more services
• Standardize how clients can run a service
• Standardize the definition and launching of an application (an application makes up of one or more services.)
