Release individual utilities? #32

If every folder is a separate utility, then does it make sense to release them individually, to make it easier for others to reuse the utilities? I imagine some of these utilities will not be updated frequently and so there wouldn't be a real need for frequent releases. Makes it easier to use specific utilities in this repository.

Maybe we want to rethink utilities, otherwise it's becoming a dumping ground of unrelated stuff. Potentially with more focused projects releases per project would make more sense.

We are probably going to move the Python code over to topology as they are closely related.
