A pangeo recipe that produces the recommended approach for cloud optimization of ATL03 HDF5.

This would provide a reproducible mechanism for adoption by the ICESat-2 science team or SIPS, as a complement to the written recommendations (#21 ). For a generic case this work would entail roughly 2 sprints of adapting code. This could be more complex for the "quirky" corner cases.

This is more of a "nice to have" and not a requirement to feed into our written cloud optimized HDF5 recommendations. Moving out of our sprint planning.
