Add mode specifications to the template config file. #4

Possible modes are "web", "cati", and "mail".

The modes used would affect the variables in src.utils and any potential raw data module (see #3).

It might also be possible to generalize the template so that it worked for any combination of modes by default, gaining a little simplicity at the cost of a little boilerplate.
