Add information regarding signage of integer values #64

The specification currently does not specify iff values should be signed or unsigned for some fields. This pull request adds these information for some fields based on my personal reception.

Done in 7253fb65294e790baf052ca888dbb85afd24b395. I took the opportunity to do more copyediting.

Note that the Original Packet Length field, like the Captured Packet Length, is unsigned.
