Updated scripts for 2020-01-31 and 2020-03-09 releases #39

Updates to the optimized views loaders Changes:

  1. Removal of the build routines for the stated relationships table as no longer distributed.
  2. Removal of textDefinition table as the text definitions are now imported to the descriptions table in the database (simplifies access).
  3. Revised index namings to simplify index checking and updating where required.
  4. Fix to error in proc_ecl which caused [attributeId]=^[refsetId] tests to fail.
  5. Also added loader for other published release packages to be loaded to extend the international release version of the database.
