Port fixes of blackrockio_fix_nix branch to Neo main Branch #31

There have been a number of changes for blackrockio committed to the blackrockio_fix_nix branch, and in addition there have been a few fixes on that file on the main Neo Repo. This issue is aimed at consolidating the two.
