Update to Neuralensemble master and add check in Blackrockio #33

The last commit adds an additional check in the init of the BlackRockIO (commit ba00b40). Everything else belongs to Neuralensemble master

@mdenker: can this branch be safely updated or does this break something?

The fix/cumulative_blackrockio branch you are trying to PR into was a branch I used to get a PR into Neo (#335). It has been merged already, so I actually thought of deleting it. Can you directly make a PR to the NeuralEnsemble Neo master with your fix?
