Changes

Updates colors to our new, darker blue scheme, as introduced with the Late 2018 style refresh.
Swaps out fonts. Effra is no longer available on Typekit. We're now using Merriweather for serif body copy, Montserrat for sans-serif headers, and Helvetica for sans-serif body copy or other areas where Montserrat looks too wide. The former two of those are available on Google Fonts.
For good measure, takes out a few deprecated PHP short tags and replaces them with the proper kind in a partial and the landing page templates.
