EF - revised according to Observations & Measurements revision #76

The revised version of OGC/ ISO 19156 Observations & Measurements (now names Observations, measurements and samples) has just been pushed to ISO end of October 2022.

The finalized International Standard will be published by ISO secretariat.

Change proposal description

Several concepts stemming from INSPIRE EF have been included in the new standard. And the standard also takes into account activity from the observation community over the last decade Thus there is a need to update INSPIRE EF accordingly (ex : Observer, ObservingCapability, ...)

Some concepts in INSPIRE:EF were specific to the INSPIRE activity. They are now included in the International Standard (IS)

This may also impact other INSPIRE Themes based on O&M, should be investigated when doing this work.

Further details on the proposal are needed. Dear @sgrellet and @KathiSchleidt please consider the addition once the ISO/DIS 19156 standard, recently finalized, is officially published and encodings are available. Thank you

Thanks @sMorrone : we'll also try to use the currently running OGC Water Quality Interoperability Experiment to work on a revised UML model (with corresponding encoding) to exchange observations acquired by Environmental Monitoring Facilities (who will be Observer | Host in the updated O&M model - now called OMS)
