Add Health status on OWC home page for Admins

Extend the healcheck API to also return:

• Number of failed prediction updates, by reason code
• Number of unresolved Aladin fields

On the OWC home page display health check info for future events, including:

• Services status - Green or Red, if Red list number of services that are down and also any error message from the health check api
• Number of failed preduction updates, grouped by reason code
• Number of unresolved Aladin fields
