Improve ISO19139 conversion #159

Fix codelist value for aggregationInfo, progressCode, spatialRepType
Add the capability to dispatch links to resources define in portrayal, DQ to distributionInfo
Fix missing dateStamp if no revision date defined. In that case, use the first date
Fix bad position of spatialRepType
Fix missing serviceType due to wrong namespace
Fix missing date in CI_Citation
Date can be gco:Date or gco:DateTime
Date can have only gco:nilReason or only dateType

Not an XML issue

I think this relates to the XSLTs which ISO/TC 211 published in relation to (an earlier edition?) of ISO 19115-3. As such it could be seen as a request to enhance that standard (if the current edition still 'includes' XSLTs!) - move to an ISO 19115-3 issue on the Standards Tracker?
