Revising/adding citations in clarification proposals #118

@florianesser is possible to add the capability to revise old or add new citations when clarifying a proposal? Is it possible to do this for supersessions but supersessions are really adding a new item rather than editing an existing item.

I noticed I can edit the citation for parameter values in transformation items. Hopefully, it is possible to edit them in the main item as well.
