Acceptance Criteria:

Create Vagrantfile to create and provision VM's
Use DigitalOcean
Use Ubuntu 22.04 based Linux (Pop!_OS) as the environment on remote server
Consider using floating IP 'infront' of the actual server
Prepare a new release by Thursday Feb 22nd @ 22:00
Send a PR to repositories.py in central course repo.
