Player lag when loading chunks

Expected behavior

Loading chunks around a build does not make player ping go up.

Observed/Actual behavior

Loading chunks around a build makes player ping go up without a limit if done correctly.

Steps/models to reproduce

Simply go to a build and load chunks in a circle, your ping will go up without a limit if you do it correctly.

[X] I have searched for and ensured there isn't already an open issue regarding this.
[X] I have compared the issue between TacoSpigot 1.8.8 and ImanitySpigot3 And only ImanitySpigot3 occurred this issue.

This does not happen with any other spigot I have tried. Server is good and has lot of resources. This is not because of my connection. Imanity mod checked this as well.

Hello! Did you tried to turn async chunk off? is this problems exists even async chunk is turned off?

Yes, I did try, anda also tried turning off async anti xray. It did not work.
