Update server upload function to include projects. #102

At the moment, we have zenodo.upload_gazetteer, which only uploads the gazetteer and location aliases, but the projects database is now something we want to appear on the server and probably have in the safedata package.

So:

[x] Move the server functionality from zenodo into its own server module
[x] Update the API documentation to add that module
[x] Update the server.upload_gazetteer to server.upload_resources.
[x] Verify that the payload is received and handled correctly over in safedata_server.
