Add local Project ID data source to resources. #89

The original implementation of this had a table of projects baked into the main SAFE website and that was used to validate and identify project IDs. It makes more sense now to have that as part of the resources in the configuration. That could be synchronised with the metadata server to provide those links to the Zenodo API and via the metadata server.
