Big restructure of data manager documentation #95

This PR:

Restructures the docs directory to more logically group source files.
Restructures the data manager facing content in the documentation to give a better organised and more detailed overview of the full process of setting up and using the safedata_validator workflow.

I'm not sure if it makes sense to review this here - or simply merge this down all the way into release/3.0.0 and then review the docs as part of 3.0.1 with feedback from SEARPP?
