Remove license from files and use a folder license approach

Motivation

Remove the "license header per file" approach and move a "directory based" one to prevent file regeneration and improve maintainability.

Acceptance criteria

• [ ] License header is removed from files inside directories.
• [ ] go files in the root directory keep the license header.
