Match Individual Issue View to Wireframes

Using the wireframe, begin to block out the Individual Issue View (located at /legislators/:id).

Requirements

• Issue Title section
• Issue Description (with "More >" clickable)
• Senate / House status Section
• Vote countdown (Senate / House)
  • Commitment arc graph
  • Commitment map
• Collapsible representative lists
  • Ordering: Bookmarked > Recently Viewed > Alpha
  • Uncommitted (expanded by default)
  • Committed to Yea
  • Committed to Nay
• Representative row: name, house/senate, state/district, party
  • Representative "Call >" button redirects to 5calls

Other Notes

Mock the endpoint data locally (endpoints for /api/issues/:id and /api/issues?include=senate_breakdown are tbd) for now.
