New controller group functions and logic in Offline Scan import to support it. #5

These changes reflect the addition of the "Controller Groups" functionality to Infocyte HUNT Cloud. Now you can use the Powershell Tools to: -Create Controller Groups. -Get Controller Groups. -Delete Controller Groups. Additionally, this resolves and issue with creating new Target Groups as you must now supply a Controller Group id when creating a Target Group. This in turn resolves issues with importing "Offline Scans".
