ISO URIs #12

A good number of ISO O&M URIs are used in the model but don't seem to exist. The URIs are correct according to the documentation (https://github.com/ISO-TC211/GOM), but don't seem to resolve.

SOSA's Observation is defined as a subclass of the ISO definition, so is there any reason why not just the SOSA version is used?

The URI's are indeed correct but ISO just hasn't published them yet. What's stopping them from doing that I do not know, but our main purpose here is to identify our data-elements as ISO-compliant. That it is until now not possible to resolve the URI's is something that only will become annoying if some client application wants to explore the terms at runtime. Nevertheless, I would also prefer them to be resolvable.
