Update doxygen header and footer files #5226

Description

The documentation still uses the settings (header and footer) based on the defaults of doxygen 1.8.15, now doxygen 1.13.2 is used.

logo is not shown (see also https://github.com/InsightSoftwareConsortium/ITK/issues/4240#issuecomment-2614514448)
build time information is not shown
reference to tarbal is not shown
