Cash plugin seems broken on PHP7+ #54

The page is just blank. No error.

The page admin/admin_cash.php is available via the menu. But it doesn't have the necessary includes.

Found the bug. Apparently Cash Mod was never converted to the "new" ACP styles with modules. I have removed the "navbar" from cash mod, from now on only the ACP menu will ever be enabled.
