Add a DHTML posting form #76

When posting a new topic, there are 4 panels of config:

Calendar event
Attachment
Poll
Delayed topic

These would be much better organized in a tab-like system. "DHTML Posting Form" is a mod for this (by ABDev & PastisD), and I also had already written one with Yros for IP.

I have a WIP for that. We'll probably want tabs instead, though.
