Clean up DESCRIPTION #228

Remove assertthat dependency
Add minimum version numbers for tidyr and dplyr
Shift devtools to Suggests
A few minor tweaks elsewhere

Hmm compile's example is failing again, both on my local machine and Travis. Not clear why. I'm tied up most of the rest of today but will try to find time to take a look later.

I looked into this and it seems like the path and file name for the QAQC outfile wasn't being created properly. I just pushed a patch to the QAQC function, so hopefully that fixes the issue.
