Document how to update the "Known Conflicts" list #55

When a user finds a conflicting plugin that isn't documented, we should emphasize reporting to the "Known Conflicts" list.

Generally opening tickets here is fine, or a support request on .org, or a pull request to https://github.com/Ipstenu/varnish-debug-service

The problem is a lot of people DON'T do due diligence when it comes to be SURE that there's a legit conflict. Like, I've had reported that the PHP widget plugin is a problem. Its not, unless you put in <?php start_sessions(); ?> - but that isn't the plugin.
