Write rake task to assign a group of participants to a chapter #5208

Some chapters have existing students who logged in before chapter selection was launched. They've provided lists of students they would like assigned to their chapter.

We have first name, last name, and email for most of the participants.

Note: only assign a chapter if the student does not currently have one.
